A Texas Department of Criminal Justice correctional officer assigned to the Stiles Unit in Beaumont has been arrested, becoming the second officer charged with official oppression stemming from the same incident, according to jail records.
Marquise Jaheim Fennell, 25, was arrested March 24 but has since been released from the Jefferson County jail.
According to a warrant affidavit for Fennell’s arrest, the incident occurred Feb. 28 and involved an inmate and a third officer who allegedly engaged in a fight. The affidavit states Fennell, along with correctional officer Seydou Diallo, observed the incident, separated the individuals, and failed to report what occurred. Records do not show that the third officer has been charged.
Diallo, also assigned to the Stiles Unit, was arrested by the Port Arthur Police Department on March 6 on a charge of official oppression in connection with the same incident. The correctional officer was then booked into the Jefferson County Correctional Facility and later released on bond.
Employment records show Fennell began working for TDCJ in July 2024.
Under Texas law, official oppression is a Class A misdemeanor.
