TDCJ, part-time jailer arrested

Jasper County Sheriff Chuck Havard reported a Texas Department of Criminal Justice (TDCJ) employee and part-time county jailer was arrested for official oppression, which led to the termination of his employment with the county.

Samuel Horn, 61, of Jasper, was arrested April 30 for the Class A misdemeanor.

According to Havard, a warrant was issued from an incident that occurred April 22, when Horn was acting in his capacity as a TDCJ correctional officer. It is alleged Horn caused bodily injury to a parolee and failed to seek medical attention. The incident occurred in the parking lot at the Goodman Unit in Jasper County.

Horn, who was also a part-time jailer with the Jasper County Sheriff’s Office (JCSO), resigned from TDCJ on April 23. He was terminated April 30 by Havard.

The sheriff noted the incident did not occur while Horn was on duty with JCSO.

“We hold our employees to a high standard. Misconduct and mistreating others will not be tolerated,” the sheriff said.

The investigation is being conducted by the Office of the Inspector General of the Texas Board of Criminal Justice, Havard added.
