PAPD apprehends PCP-puffing passenger

After stopping to help a motorist driving a slowly-moving car with its hazard lights on, two Port Arthur Police Department (PAPD) officers arrested an alleged PCP-puffing passenger, according to a probable cause affidavit released Jan. 11. 

Logan Paul Eaglin, 34, of Port Arthur, was riding shotgun with an unidentified driver down Gulfway Drive May 4, 2022, when officers thought the duo needed help due to their hazard lights.

“While we were preparing to make contact with the motorist to conduct a motorist assist, the motorist deactivated the hazard lights and stopped at the red light at 4900 Gulfway Dr.,” reads the affidavit penned by PAPD officers C. Morrison and J. Alvarado. “The motorist disregarded the red light and continued eastbound.”

That’s when officers initiated a traffic stop that led them to arrest the driver’s passenger, Eaglin. Officers say Eaglin appeared to be asleep in the passenger seat as they approached the vehicle. Once he awoke, officers noted, “his eyes were bloodshot and glassy. It appeared that the passenger also had nystagmus,” which is the involuntary, rhythmic movement of one’s eyes from side to side.

Eaglin admitted to consuming narcotics, and, once the suspect exited the vehicle, officers could see a dipped cigarette in the passenger door. The cigarette had a faint chemical smell associated with PCP. Officers arrested Eaglin for possession of a controlled substance. As of press time, Eaglin appeared on the Jefferson County inmate roster alongside a $10,000 bond.
