According to a probable cause affidavit alleging 21-year-old Stephen Raivon Angelle of Port Arthur killed a man just days before Christmas 2021, it was a gunshot wound to the suspect’s foot that led police to his side.

Angelle was indicted for the late 2021 murder charge Jan. 19.

Port Arthur Police Detective Adam Cousins penned the charging document, narrating the events of Dec. 22, 2021, beginning with PAPD responding to the 1100 block of Liberty Ave. regarding a shooting. Upon arrival, officers located Jacobi Jajuan Rubin unresponsive and suffering from gunshot wounds. Rubin was taken to the hospital, where he pronounced deceased.

During the initial investigation, PAPD investigators received information that a black male, later identified as Angelle, arrived at a local hospital suffering a gunshot wound to his foot. Detective Cousins met with the surviving gunshot victim, who was allegedly uncooperative and told investigators that he was shot somewhere on the west side of Port Arthur.

Police report that Angelle declined to provide any further information, but witnesses to the deadly gunplay on Liberty Ave. had details to offer.

Cousins swore in charging Angelle with murder that a witness reported first-hand what took place. According to the witness’ recitation to police, Rubin and Angelle engaged in a physical fight. Angelle then allegedly retrieved a handgun from a vehicle and shot the victim.

Video surveillance, the officer added, corroborated the witness’ statement and Angelle was arrested and transported to the Jefferson County Correctional Facility, where he is currently being held for first degree murder and forgery charges with a bond set at $800,000 as of Jan. 26.
