Just after 6 a.m. Jan. 4, officers of the PAPD responded to the 1800 block of Rosedale Avenue in reference to an auto pedestrian accident. Investigation revealed that the unnamed black male victim was walking in the northbound lane in an unlit area, while wearing dark clothing.
