Notice of Public Hearing for the
FY 2026 Annual Action Plan
The City of Beaumont will hold a Public Hearing pertaining to the development of the City’s FY 2026 Annual Action Plan for the administration of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). The public and interested stakeholders are invited to attend to provide comment on the housing and community development needs for the FY 2026 Annual Action Plan. This is the first of two required Public Hearings.
For the City to receive annual CDBG and HOME funds from the U.S. Department of Housing and Urban Development (HUD), an Annual Action Plan (AAP) must be submitted. The AAP specifies the activities that will be undertaken to meet the City’s 5-year Consolidated Plan goals to address housing and community development needs using CDBG and HOME funds.
The hearing will be held during the City Council Meeting on Tuesday, April 7, 2026, at 1:30 p.m. in Council Chambers, located on the 1st floor of City Hall, 801 Main Street, Beaumont, TX 77701. The meeting site is wheelchair accessible. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact Jackie Gunner at (409) 880-3777 at least one day prior to the meeting.
Based on the community needs assessment conducted for the Consolidated Plan, the top priority needs identified are housing, public infrastructure, community facilities, and public services for low to moderate income households.

The Preliminary 2026 Consolidated Budget is as follows. These numbers are based on the 2025 allocation, as HUD has not published the 2026 formula grants at the date of this notice. The activities identified are in alignment with our formally adopted 2025-2029 Consolidated Plan. Residents will have 30 days from the date of this notice to review and comment on the plan before the final Action Plan is adopted and submitted to HUD for review.

Sealed lump sum BIDS will be received by the Board of Commissioners of the Port of Beaumont Navigation District of Jefferson County, Texas at the Port of Beaumont Administrative Office, 1225 Main Street, Beaumont, Texas 77701 until 2:00 p.m. local time, Beaumont, Texas on April 8, 2026 for the Lead Switch Realignment Project, at which time the BIDS will be opened publicly and read aloud. Each BID must be submitted in a sealed envelope, addressed to Mr. Brandon Bergeron, Director of Engineering, at the Port of Beaumont, P.O. Drawer 2297, Beaumont, Texas 77704. A pre-bid conference will be held at the Port of Beaumont Administrative Office, 1225 Main Street, Beaumont, Texas. The pre-bid conference will be held at 2:00 p.m. local time, Beaumont, Texas on March 11, 2026. ATTENDANCE AT THE PRE-BID CONFERENCE IS MANDATORY AND IS A PREREQUISITE TO A BIDDER BEING AWARDED THE BID.
TWIC Cards are required for all contractor and subcontractor employees that enter the Port of Beaumont. The contractor shall be responsible for obtaining these cards and the cost of these cards shall be included in the bid price. The Contractor will be responsible for obtaining training (performed by Port Authority Police) for their supervisors or designated employees to be certified as TWIC escorts to accompany any non-TWIC employees, subcontractors, vendors, etc. as per 33 CFR 101.
Each BID must include a BID BOND (certified check, cashier’s check or BIDDER’S bond), equal to five percent (5%) of the amount of the BID. BID BONDS of unsuccessful BIDDERS will be returned after award of successful bidder.

INVITATION TO BIDDERS
Sealed proposals addressed to West Jefferson County Municipal Water District, Jefferson County, 7824 Glenbrook Drive Beaumont, Texas 77705; will be received at the offices of West Jefferson County Municipal Water District; for furnishing all necessary materials, equipment, superintendence, and labor for the construction of the Second Water Line Relocation and Crossing of FM 365 and IH-10.
Bids will be received until 2:00 PM March 17, 2026, at the Water District Secretary’s Office, at which time and place all bids will be publicly opened and read aloud. Any bids received after closing time will be returned unopened.
The right is reserved by West Jefferson County Municipal Water District, as its interest may require, to accept or reject any or all bids, and to waive any informality in the bids received.

Bid Security, only in the form of: 1) a certified or cashier’s check drawn on a Texas bank and made payable to West Jefferson County Municipal Water District; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid.
Bids may be held by West Jefferson County Municipal Water District for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
Upon award, the successful bidder will be required to furnish a payment bond and a performance bond if the bid is over $100,000.
