Former city employee granted leave to reside near place where children congregate

Privilege granted for child pornography parolee

A little more than a year into a five-year prison sentence, a former Beaumont Municipal Airport employee imprisoned for downloading and uploading images of children as young as infancy being sexually assaulted has been released — and is now allowed to live in the heart of the city’s West End, only a couple blocks from Rogers Park and Marshall Middle School, and less than 600 feet from a church that operates an open-area playground for young children.

Adam Meaux was arrested in July 2022, when the then-24-year-old Beaumont Municipal Airport employee was accused of posting and downloading more than 100 videos and photos of children being sexually assaulted. A Jefferson County grand jury indicted Meaux, of Port Neches, on 10 counts of child pornography.

A probable cause affidavit penned by Sgt. Chris Rybarski of the Texas Attorney General’s Office states that the case commenced April 23, 2021, when a tip was received at the National Center for the Missing and Exploited Children (NCMEC) reporting a user who uploaded 68 files of child pornography to their platform. Rybarski began his investigation in October 2021 after Google sent him Meaux’s information, including his Gmail address and cellphone number. The investigator initially viewed 38 files allegedly attributed to Meaux, showing girls as young as six being sexually assaulted.

An open records request from the investigator revealed that Meaux used a computer at the Beaumont Municipal Airport to login to the account harboring his child pornography files. After drafting a search warrant for Meaux’s Google history in November 2021, Rybarski received a return from the company in March 2022 and found “numerous” images and videos depicting child pornography, writing, “Your affiant also identified several images of Meaux at the Beaumont Municipal Airport, which is Meaux’s place of employment.”

Rybarski and members of the Texas Attorney General’s Office Child Exploitation Unit executed a residential search warrant at the home of Beaumont Municipal Airport Manager Chris Meaux, the accused’s father, where both resided. Airport tenants report that Adam Meaux tendered his resignation shortly after the execution of the criminal search warrant; Chris Meaux is still employed at the Beaumont Municipal Airport and no allegations of wrongdoing were brought.

A subsequent look through Adam Meaux’s phone, however, showed investigators more than 100 “images and videos” of child pornography, the affidavit reads, depicting children as young as one year old being sexually assaulted.

“… There are allegations that he was photographing children in the airport, using airport Wi-Fi access. Some of these images are associated with concerns about that, as well, your Honor,” Jefferson County Assistant District Attorney Luke Nichols informed presiding Judge Raquel West during a pre-trial hearing, adding that the pornography may have included “in-person victims.”

By December 2023, Meaux had reached a deal with now former Jefferson County Assistant District Attorney Tatiana Zelezniak that resulted in West sentencing Meaux to serve five years in prison for five counts of possession of child pornography, and 10 years of probation for the other five counts of possession of child pornography.

Meaux requested early release from prison through a method called “shock probation,” which West denied in March of this year. Still, less than two years into a five-year prison stay, Meaux was out of prison and back before West asking for favor.

Sept. 29, Meaux stood alongside defense attorney Tom Kelley and asked the judge to set aside conditions of probation that preclude the sex offender from being within a certain range of places where children congregate. Kelley indicated there was “confusion” as to whether Meaux’s residence was too close to a restricted area, as the sex offender moved to a home 574 feet from a church that has a playground attached to it.

West dispelled the notion of any confusion, as she read the conditions of Meaux’s probation into evidence: “Probation condition #33, should not be within 1,000 feet of where children are known to gather.”

Jefferson County Assistant District Attorney Preston “Koby” Hoffpauir, now in charge of the case, offered no rebuttal.

“I leave it to the discretion of the court,” he said.

According to Kelley, parole allowed for the move. Now, out of prison, the probation department is sticking to its guns — sans a judge’s order.
 

Free-range sex offenders

Texas does not have any mandates that require a convicted sex offender to stay a protected distance away from churches, schools or playgrounds. Cities are required to perfect their own ordinances if they want “child safety zones,” which are areas that typically include a 1,000-foot safety zone around city swimming pools, daycare centers, playgrounds, churches and schools. Beaumont does not have any child safety zones. Because of the lack of city-defined zones, only sex offenders under the rule of probation are required to follow guidelines enacted to keep offenders away from locations where children recreate.

Within a 3-mile radius of Meaux’s home, the Department of Public Safety (DPS) Sex Offender Database reveals, reside 95 registered sex offenders; more than a dozen are registered within a mile and a half of Meaux. For the city of Beaumont, DPS reports 869 registered sex offenders. In Jefferson County, according to the DPS database, there are 1,108 registered sex offenders; Orange County has 342 registered sex offenders; Hardin County has 200.

For Meaux, the probation requirement keeps the offender under the charge of the court. West granted the request, in part, but added in a required GPS monitoring device to be used for six months to see how the parolee operates.

“This is not going to be an exception for all — this is going to be very specific,” West determined.
