Port Arthur Police Department
The Port Arthur Police Department has arrested two individuals for the July 19 murder of 42-year-old Joel Lopez Martinez. Martinez was shot and killed at his home in the 3200 block of 18th Street at about 1:15 a.m. that morning.
April 3, investigators took the suspects they believe responsible, Rakeen Roache and Jayleen Lott, into custody. Lott was found in the city of Port Arthur and was taken into custody without incident. PAPD investigators with the Narcotics and Gun Unit tracked Roache to the city of Baytown. With assistance from the Baytown Police Department, Roache was also taken into custody without incident. As of publication, Roache was being held at the Harris County Correctional Facility.
Lott was booked into the Jefferson County Jail on one charge of murder with a $1 million bond.
