BAPTIST BEHAVIORAL HEALTH HOSPITAL
H.B. Neild & Sons, Inc. and Baptist Hospitals of Southeast Texas will receive Competitive Sealed Proposals at the office of H.B. Neild & Sons, Inc., 8595 Industrial Parkway, Beaumont, TX 77705 until 2:00 P.M., Thursday, February 12, 2026. Each proposer shall identify their proposal on the outside of the sealed envelope in the following manner.
Proposal Package for Baptist Behavioral Health Hospital
The following proposal packages will be received:
ALL DIVISIONS
All proposals will be privately opened between H.B. Neild & Sons, Inc., Architectural Alliance, Inc. and Baptist Hospitals of Southeast Texas. Proposals received after the advertised proposal time will not be accepted and will be returned unopened. Proposal forms of contract documents, including plans and specifications are on file and available for inspection at the following locations. Plans and specs are available upon request.

H.B. Neild and Baptist Hospitals of Southeast Texas reserve the right to reserve any or all proposals and to waive any formalities in the proposal process. No proposal shall be withdrawn for a period of 60 days subsequent to the opening of the proposals without written consent from H.B. Neild and Baptist Hospitals of Southeast Texas.
A pre-proposal conference will be held on Wednesday, January 28, 2026 at 2:00 pm at Baptist Hospitals of Southeast Texas, 3080 College Street, Beaumont, TX 77701. H.B. Neild and Baptist Hospitals of Southeast Texas will consider the following items as “Selection Criteria” in determining the successful applicant.

(a) The construction manager-at-risk shall review all trade contractor or subcontractor bids or proposals in a manner that does not disclose the contents of the bid or proposal during the selection process to a person not employed by the construction manager-at-risk, architect, engineer, or governmental entity on request and to the public after the later of the award of the contract or the seventh day after the date of final selection of bids or proposals.

Dear Design-Build Service Providers:
Attached is a copy of Jefferson County Emergency Services District #4’s Request for Qualifications (“RFQ”) for design- build services. These services are being solicited to assist the District its project-related services and project implementation of funding from capital improvement. JCESD4 is using such funding to support New Fire Station for the housing of Emergency Response and Personal Protection Equipment.
One contract will be awarded as a result of this solicitation.
The submission requirements are also included on the attached Request for Qualifications (RFQ) form.

JCESD4 reserves the right to negotiate with any and all service providers submitting timely SOQs.
