NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Beaumont, Texas (the “City”) will meet at its regular meeting place in the City Council Chamber at City Hall, 801 Main St., Beaumont, Texas at 1:30 p.m. on the 21st day of July, 2026, which is the time and place tentatively set for the passage of an ordinance and such other action as may be deemed necessary to authorize the issuance of the City’s certificates of obligation, payable from ad valorem taxation and a limited (in an amount not to exceed $10,000) subordinate pledge of certain revenues of the waterworks and sewer system of the City, in the maximum aggregate principal amount not to exceed $11,692,000.00 bearing interest at any rate or rates, not to exceed the maximum interest rate now or hereafter authorized by law, as shall be determined within the discretion of the City Council at the time of issuance and maturing over a period of years not to exceed forty (40) years from the date thereof, for the purpose of evidencing the indebtedness of the City to pay all or any part of the contractual obligations to be incurred for the purpose of (1) the construction of public works, more specifically, the construction and improvement of parks and park facilities, roads, traffic signals and traffic operations equipment, drainage system, increasing storage capacity and security for law enforcement, and any items related thereto, and (2) payment of professional services incurred in connection with item (1). 

 

The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a pledge of limited surplus revenues of the City’s waterworks and sewer system, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the City’s revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the City’s waterworks and sewer system. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended (“Chapter 271”). 

 

Pursuant to Chapter 271, notice is further given of the following information: 

 

Current principal of all outstanding debt obligations of the issuer

$185,000,000.00

 

Current combined principal and interest required to pay all outstanding debt obligations of the issuer on time and in full, which may be based on the issuer’s expectations relative to the interest due on any variable rate debt obligations

$233,820,920.00

 

Maximum principal amount of the certificates to be authorized 

$11,692,000.00

 

Estimated combined principal and interest required to pay the certificates to be authorized on time and in full 

$18,530,242.00

 

Estimated interest rate for the certificates to be authorized of that the maximum interest  rate for the certificates may not exceed the maximum legal interest rate

ADVERTISEMENT FOR BIDS FOR 2026 MAINTENANCE DREDGE


 

Port of Beaumont Navigation District of Jefferson County, Texas

 

 

Sealed lump sum BIDS will be received by the Board of Commissioners of the Port of Beaumont Navigation District of Jefferson County, Texas at the Port of Beaumont Administrative Office, 1225 Main Street, Beaumont, Texas 77701 until 2:00 p.m. local time, Beaumont, Texas on July 2, 2026 for the 2026 Maintenance Dredge, at which time the BIDS will be opened publicly and read aloud. BIDS received after closing time will be returned unopened.

 

Each BID must be submitted in a sealed envelope, addressed to Mr. Brandon Bergeron, Director of Engineering, at the Port of Beaumont, P.O. Drawer 2297, Beaumont, Texas 77704. Each sealed envelope containing a BID must be plainly marked on the outside as BID for 2026 Maintenance Dredge and the envelope should bear on the outside the name of the BIDDER, its address, and its contractor’s license number (if applicable). If forwarded by overnight or express mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to Mr. Brandon Bergeron, Port of Beaumont, 1225 Main Street, Beaumont, Texas 77701. For purposes of express mail forms, the Port’s telephone number is (409) 835-5367. BIDS received by telefacsimile will not be accepted.

 

A pre-bid conference will be held at the Port of Beaumont Administrative Office, 1225 Main Street, Beaumont, Texas.  The pre-bid conference will be held at 2:00 p.m. local time, Beaumont, Texas on June 18, 2026.  ATTENDANCE AT THE PRE-BID CONFERENCE IS MANDATORY AND IS A PREREQUISITE TO A BIDDER BEING AWARDED THE BID.

 

TWIC Cards are required for all contractor and subcontractor employees who wish to access the dredge project via the Port of Beaumont’s landside facilities.  The contractor shall be responsible for obtaining these cards and the cost of these cards shall be included in the bid price.  The Contractor will be responsible for obtaining training (performed by Port Authority Police) for their supervisors or designated employees to be certified as TWIC escorts to accompany any non-TWIC employees, subcontractors, vendors, etc. as per 33 CFR 101.

 

Each BID must include a BID BOND (certified check, cashier’s check or BIDDER’S bond), equal to five percent (5%) of the amount of the BID.  BID BONDS of unsuccessful BIDDERS will be returned after award of successful bidder.

 

The Project includes, but is not necessarily limited to, the following items in accordance with the TECHNICAL SPECIFICATIONS and PROJECT DRAWINGS:

 

Mobilization

Maintenance Dredging and Disposal of Material

Virgin Dredging and Disposal of Material

Disposal of Debris

Demobilization
