NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION
NOTICE IS HEREBY GIVEN that the City Council of the City of Beaumont, Texas (the “City”) will meet at its regular meeting place in the City Council Chamber at City Hall, 801 Main St., Beaumont, Texas at 1:30 p.m. on the 21st day of July, 2026, which is the time and place tentatively set for the passage of an ordinance and such other action as may be deemed necessary to authorize the issuance of the City’s certificates of obligation, payable from ad valorem taxation and a limited (in an amount not to exceed $10,000) subordinate pledge of certain revenues of the waterworks and sewer system of the City, in the maximum aggregate principal amount not to exceed $11,692,000.00 bearing interest at any rate or rates, not to exceed the maximum interest rate now or hereafter authorized by law, as shall be determined within the discretion of the City Council at the time of issuance and maturing over a period of years not to exceed forty (40) years from the date thereof, for the purpose of evidencing the indebtedness of the City to pay all or any part of the contractual obligations to be incurred for the purpose of (1) the construction of public works, more specifically, the construction and improvement of parks and park facilities, roads, traffic signals and traffic operations equipment, drainage system, increasing storage capacity and security for law enforcement, and any items related thereto, and (2) payment of professional services incurred in connection with item (1).
The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a pledge of limited surplus revenues of the City’s waterworks and sewer system, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the City’s revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the City’s waterworks and sewer system. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended (“Chapter 271”).

Notice is hereby given that sealed bids will be accepted by Jefferson County Drainage District No. 6 for (IFB 26-009/KKJ) Corley Diversion Project. This project will be federally funded by the U.S. Housing and Urban Development (HUD) Department through the Texas General Land Office (GLO) via contract #24-065-004-E161. Bidders shall comply with regulations governing the CDBG Regional Mitigation Program (Regulation 24 CFR 570). Applicable requirements include but are not limited to compliance with the Davis-Bacon and Related Acts, Fair Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantaged firms, as detailed in the project manual. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
A Mandatory Pre-Bid Conference will be held on June 30, 2026 at 2:00 PM CST at the Jefferson County Drainage District No. 6 main office located at 6550 Walden Road, Beaumont, Texas 77707.
The District shall require the bidder to furnish a bid security in the amount of (5%) of the total contract cost.
