Baptist Hospitals of 
Southeast Texas is 
requesting proposals from qualified vendors to 
provide and install security improvements for the 810 Medical Office Building. The project includes 
additions to video 
surveillance, access 
control, panic alarm 
capability, electrical 
infrastructure, and associated roof/parapet support work required for proper installation and commissioning.

PROJECT PURPOSE AND BACKGROUND

The 810 Medical Office Building assessment identified the IT data closets, entry points, hallways, and parking lot as areas  vulnerable to potential threats including assault, theft, burglary, and other security incidents. The requested improvements are intended to increase monitoring, strengthen controlled access, support emergency notification, and improve overall security coverage for the facility.

BASE SCOPE OF WORK

Video Surveillance: furnish, install, configure, license, and commission interior and exterior IP camera surveillance equipment, including required server/NVR equipment, camera switching, cabling, UPS, monitor, and video analytics/software licensing as applicable. 
Electrical Work: include power required for camera junction boxes on four parking lot poles, quad receptacles in two data rooms, and core drilling with sleeves in two data rooms.
Roof/Parapet Work: include wall-mount bracket installation at roof/parapet camera locations, liquid flashing over brackets, and pipe box work for electrical routing where required.
Project Closeout: include configuration, commissioning, testing, as-built documentation, training/turnover, and warranty/support information.

CONTRACTOR QUALIFICATION REQUIREMENTS

Respondents performing security system work shall hold all licenses required for the proposed scope, including a current Texas security license issued by the Texas Department of Public Safety where applicable.
Respondents performing electrical work shall hold all electrical licenses required by the State of Texas.
Respondents shall identify manufacturer certifications, dealer authorizations, and integration partner credentials
relevant to the proposed video surveillance, access control, panic alarm, and related systems.
Respondents shall be capable of coordinating work in an active healthcare/medical office environment and shall comply with all owner, hospital facility, state, local, and federal requirements applicable to the work.
Respondents shall provide labor rate sheets for all applicable skill sets, including standard, overtime, weekend,
holiday, travel, and material markup rates.

Itemized pricing by major scope category: video surveillance, access control, panic buttons, electrical work,

Hospital or healthcare project references completed within the last five years, if available.

TWIC Cards are required for all contractor and subcontractor employees that enter the Port of Beaumont. The contractor shall be responsible for obtaining these cards and the cost of these cards shall be included in the bid price. The Contractor will be responsible for obtaining training (performed by Port Authority Police) for their supervisors or designated employees to be certified as TWIC escorts to accompany any non-TWIC employees, subcontractors, vendors, etc as per 33 CFR 101.

Each BID must include a BID BOND (certified check, cashier’s check or BIDDER’S bond), equal to five percent (5%) of the amount of the BID. BID BONDS of unsuccessful BIDDERS will be returned.

HUD 2025 
CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

In compliance with regulations of the U. S. Department of Housing and Urban Development (HUD) governing the City of Beaumont Community Development Block Grant Program and the HOME Investment Partnership Program.  The City of Beaumont will hold a public hearing to receive comments on its Consolidated Annual Performance and Evaluation Report (CAPER).  The purpose of this report is to present to HUD and to the citizens of Beaumont a summary of relevant information regarding the expenditure of Federal grant funds from HUD during the past reporting period of July 1, 2025 through June 30, 2026.

Copies of the CAPER in draft form will be made available on the city website at www.beaumonttexas.gov and at the Beaumont City Hall, Community Development and Housing department located at 801 Main Street, Beaumont from 8:00 a.m. to 5:00 p.m., Monday through Friday, during normal business hours. 

Comments on this report will be solicited at the Annual Performance and Assessment Public Hearing scheduled for Tuesday, September 8, 2026 at 1:30 p.m., at the City of Beaumont, City Council meeting.  

All citizens are encouraged to attend this public hearing and present their views to the city council.  If you cannot attend in person, written comments may be submitted and will be accepted by the City until this public hearing is concluded.

An election is not required if the adopted tax rate is less than or equal to the voter-approval tax
rate.

The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to
limit the rate of growth of property taxes in the state.
