Notice is hereby given that sealed proposals will be accepted by the Jefferson County Purchasing Department for Request for Proposals (RFP 26-014/CG), Auditing Services for Jefferson County. Specifications for this project may be obtained from the Jefferson County website, https://jeffersoncountytx.gov/Purchasing/ or by calling 409-835-8593.
Proposals are to be sealed and addressed to the Purchasing Agent with the proposal number and name marked on the outside of the envelope or box. Proposers shall forward an original and five (5) hard copies of their proposal to the address shown below. Late proposals will be rejected as non-responsive. Proposals will be publicly opened and
only the firm name will be read aloud in the Jefferson County Purchasing Department (1st Floor, Historic Courthouse) 1149 Pearl Street, Beaumont, Texas 77701, at the time and date below. Proposals shall be opened in a manner that avoids disclosure of the contents to competing Proposers and maintains the confidentiality of the proposals during negotiations. WATER SUPPLY AND INFRASTRUCTURE GRANT ADMINISTRATION SERVICES
The City of Beaumont is soliciting service providers for the Water Supply and Infrastructure (WSI) Grant from the Texas Water Development Board (TWDB). Accordingly, the City is soliciting proposals from qualified service providers for pre-award and post-award management services of a WSI grant, if awarded.
This contract is subject to the TWDB and the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes and offers procurement opportunities
to all businesses during solicitations. EPA rules require that applicants and prime contractors/consultants
make a good faith effort to award a fair share of contracts, subcontracts, and procurements in a
nondiscriminatory manner through demonstration of the six affirmative steps for Construction, Supplies,
Equipment, and Services.
This contract is dependent upon release of funds from the TWDB. Any contract or contracts awarded under this RFP/RFQ are expected to be funded by a grant from the TWDB. Neither the State of
Texas nor any of its departments, agencies, or employees are or will be a party to this RFP/RFQ or any
resulting contract.

MANAGER-AT-RISK (CMAR)
The Winnie-Stowell Hospital District (“District” or “Owner”) is soliciting qualifications from
experienced Construction Manager-at-Risk (“CMAR”) firms for the development of the Winnie Medical
Clinic project located in Winnie, Texas.
The Project consists generally of the construction of a new one-story medical clinic building of approximately 15,000 square feet, together with associated site improvements, including parking, drainage, and utility infrastructure. The Project may also include, as an additive scope, a separate
administrative building of approximately 5,000 square feet. The selected CMAR will provide preconstruction services, including estimating, scheduling, constructability review, value engineering, and procurement planning, and, upon further approval and execution of a contract amendment establishing a guaranteed maximum price, construction services for the Project.
This procurement is conducted as a two-step selection process in accordance with Texas Government Code Chapter 2269, Subchapter F. In Step One, the District will evaluate qualifications and select not more than five (5) firms to advance to Step Two. No fees or pricing will be requested or considered
during Step One. Sealed qualifications will be received by the Winnie-Stowell Hospital District at 520 Broadway, Winnie,
Texas 77665, until 2:00 PM on May 14, 2026 at which time the names of respondents will be publicly
opened and read aloud in accordance with Texas Government Code §2269.253(f).
