Two men found deceased in frigid conditions

Frigid temperature in the 20s resulted in the death of a man found wearing a hospital gown outside of a Port Arthur business Jan 27. He was identified as James Rouly, 61.

The Port Arthur Police Department (PAPD) reported Royly was found near a dumpster along the outside wall of a convenience store at the intersection of Turtle Creek Drive and 9th Avenue.

According to Police Chief Tim Duriso, an autopsy was ordered to determine the cause of death; foul play is not expected.

Duriso said detectives want to determine why Rouly was wearing a hospital gown and a hospital wristband while he was outside in freezing temperatures.

Feb. 2, at 12:11 p.m., Beaumont Police Department (BPD) officers responded to the corner of Jefferson Street and Wall Street in reference to a welfare check and found a deceased person in a lot near the intersection. He was identified as 74-year-old Larry Andrews.
