Shawn Webb-Locke has concerning past and lack of experience

Rashawn “Shawn” Webb-Locke is the Democratic candidate for Jefferson County tax assessor-collector. 

A search of Webb-Locke’s criminal history shows a conviction for theft and another for fleeing the police in her 20s. 

Seven Mobile Media LLC, WebbLocke’s company, had its status listed as “tax forfeited” in February 2024. 

A search of company headquarters for Seven Mobile Media LLC and Seven Homes LLC with the county’s tax assessor-collector’s office showed no business personal property for either company. All businesses in Texas must file annually a Business Personal Property Rendition of Taxable Property Report. While it is unknown what business computers, copiers and equipment is owned by the business, the mobile billboard truck with an estimated value of more than $100,000 is specifically referred to in the tax code as taxable and Webb-Locke has certainly been evading paying the taxes on it. 

Additionally, Seven Mobile Media LLC, owned by Webb-Locke and James Locke Jr., with it’s mobile billboard truck providing tens of thousands of dollars worth of advertising, has not reported a single dime on Campaign Finance Reports as required by law as a loan, gift, pledge or donation. 

Speaking of campaign donations, Webb-Locke’s largest donor on record is Shahnawaz Momin, of whom together with Amin Ali of Missouri City, Shahnawaz Momin of Bridge City, Amin Mohammad of Sugarland, Riaz Ali of College Station, Rafique M. Ali and Jaweed Ali Momin of Sugarland, control individually and through a maze of companies, hundreds of 8-liner video gambling machine across Texas. Taxes for personal property at many 8-liner locations are unreported to the Jefferson Central Appraisal District. 

In the previous election of Mayor Robin Mouton, it was revealed in the report filed after the general election that Tahir Javed, together with Shahnawaz Momin, had bundled thousands of dollars in donations from Southeast Texas convenience store owners to help fund Mouton’s campaign. 

The tax assessor-collector is one of the most critical public elected offices for honesty, integrity and business. 

Shawn Webb-Locke has not demonstrated the characteristics needed to gain our trust and confidence.
