Sex offender indicted for another offense

Beaumont’s David Allen Tovar, 40, was again indicted for allegations of sexually assaulting a pre-teen girl, according to the true bills handed up by a Jefferson County grand jury on Nov. 30. Tovar is currently charged with continuously abusing a stepdaughter from the time she was 8 years old until the child made a complaint in 2021 at the age of 14.

Tovar was previously convicted of sexual assault of a 12-year-old girl in 2002, according to the Texas Sex Offender database.

A probable cause affidavit charging Tovar with six years of sexual abuse against his stepchild details the abuse started with forced oral copulation when the girl was 8, followed by frequent early morning vaginal sexual assaults over the next half-decade. The affidavit for arrest, signed by Detective Robert Campbell of the Beaumont Police Department, was notarized in December 2021. Tovar has been in the custody of the Jefferson County Jail since August 2022 in lieu of a $100,000 bond.
